History

Originally known as Cottonwood, the community of Youbou was established in the early 1900’s as a mill town. The name was eventually changed to Youbou to incorporate the names of the original owners of the mill, Mr. Yount and Mr. Bouton.

Although the Youbou mill shut down in 2001, the community of Youbou remains the second largest community on Cowichan Lake.

Cowichan Lake

Located in the Cowichan Valley, Cowichan Lake is approximately 30 kilometres long and about 3.5 to 4 kilometres wide at its widest point. The main communities are the town of Lake Cowichan, Youbou, Honeymoon Bay and Mesachie Lake. The town of Lake Cowichan is the largest community with about 3,000 residents, while Youbou has a population of just less than half this amount at an estimated 1,450 residents.

Property Overview

The Youbou Development Lands are situated immediately to the west of the town of Youbou. Occupying a significant waterfront delta, the site consists of 680 acres and 16 titles in a predominantly contiguous format.

The property is roughly bisected into two sections by Cottonwood Creek. The eastern section of the property contains the old Youbou mill site, while the western section of the property is predominantly treed and is in its natural state.

One of the key benefits of the Youbou site is that the existing public road (Highway 18), does not traverse this property but instead skirts the site to the north. The lake frontage is preserved for residential and recreational uses, as determined by development.

Eastern Section of Property

The Eastern section of the property is approximately 310 acres in size and was the site of the former Youbou mill. Although the mill and all the improvements have been removed, portions of the site are still paved. A natural bay represents the eastern boundary of the site and is slated for the development of a marina.

This area of the property is identified for the commercial component of the development, in addition to the majority of multi-family development.

Western Section of Property

The Western section of the site contains approximately 370 acres and is largely in its natural forested state. This portion of the site also has excellent topography, significant accessible waterfront and is largely forested, mostly with mature second growth species.

Opportunity

Although the property is approved for almost 2,000 residential units, alternative development scenarios might be warranted given recent trends in the real estate market. The local planning and jurisdictional authority is willing to discuss the future direction of this property, recognizing that flexibility of use and density is paramount to the successful growth of the development and the region.
